Medal created by S. Johnson of Milan based on a design by Bruno Locatelli, one of the most famous engravers of the time, from October 1940 to October 1941.
The medal wanted to exalt the "Pact of Steel" between the allies Italy and Germany: on the front are in fact represented the busts of Mussolini and Hitler with helmets, turned to the right, superimposed, with the date "1941" and the signature of "B. Locatelli". All around, on the edge, runs the phrase "The war continues and will continue until victory". On the back is depicted a Victory with a sword in his right hand and a laurel wreath in his left hand, marching to the right with a swastika and a bundle in the background. On the edge runs the inscription in relief "Two revolutions two peoples one victory".
